How to set comments box

    Absolute Newbie here (I do know HTML and a little CSS)

    Right now the only way for someone to post comments on a blog post is for them to click on the title, be sent to another page and then scroll to the bottom. (I suppose this is the default) Seems awfully clunky. How can I get the comments stuff to appear at the bottom of the blog post sans having to click the title?

    Any suggestions?

    Follow up:
    When one scrolls from the home page to the blog it appears to work the way one would expect, a box appears for a comment.
    It is only when one clicks the menu item “Blog” that no comment box appears unless you also click on the title and scroll down.
