user created forms

Is it possible to implement this scenario using sliced invoices (+other plugins)?
I base my understanding of sliced invoices on this demo: https://slicedinvoices.com/demo/client-area/

Let’s say we have 3 registered users (non admins, no access to wp-admin side, just front-end) A, B and C.
user A creates a request for quote (that would be a contact form 7 or gravity form right?).
this request for quote is visible for users B and C on the site
users B and C submit their proposals for that quote (set price, comment, etc.) (sliced invoice quotes are created, right?)
user A sees a summary and submitted quotes on his page (client area extension)
user A selects best option and creates an invoice for that user.

Is that something that can be done?
what plugins, extensions can help implement this?
