disable HTML for users ??? or diable all HTML

hello ,
we know that wordpress is using html in posting ,

but in my site, users can post also and this makes a big security problem for me .

SOOOO , is there is any way that i can (diable html for users , just plain text) and still the same html for admin ??? .

if can’t …. is there is away to diable ALL html tags from posts (admin and users) ?
just plain text and enable only
and <p> tags ??
