Woocommerce Issue – Need Help Please!

Hi,
I have an issue with the Woocommerce core plugin and I am hoping someone can help…
We are a small business based in New Zealand and we only ship to New Zealand customers at this time.
As such, within Woocommerce settings under the SHIPPING tab, I have created a shipping Zone for New Zealand. This includes options like “flat rate”, “free shipping over $65” etc.
In Woocommerce settings under the GENERAL tab, I have selected sell to specific countries AND ship to selected countries.
For both of these options, I have selected/input New Zealand as the only country.
HOWEVER, we continue to get International Orders which is very frustrating because we have to issue refunds AND disappoint folks who have purchased our products.
Why is this possible/happening?
I thought that completing the aforementioned Woocommerce settings would prevent this from happening i.e. preventing overseas visitors to the website from purchasing.
