Depending on the notification, yes this should be possible.
If you want to send notifications to specific user roles, such as when a new post is published, then you can do this using the free core plugin.
If you want to send New User Registration notifications to a specific user role (or have different versions of these notifications for users registering in different roles), then you can use the Conditional Notifications add-on: https://betternotificationsforwp.com/downloads/conditional-notifications/
