problem importing xml – file size within limits

    I am trying to import 2 different WordPress blogs into one blog. I exported from the 1st blog and imported the resulting xml file with no problems, using the WordPress Importer plugin. I then exported the xml from the 2nd blog, and when I try to import it, I get the error “File is empty. Please upload something more substantial.”

    Important details:

    – The xml file is only 692 KB
    – Both upload_max_filesize and post_max_size are set to 8M.
    – permissions on uploads folder are set to 777

    Any suggestions?
