Border – random

I´ve some catogories like ‘General’, ‘Music’, ‘Communication’ and so on..
if I select the category ‘General’ so I get a border around my blog, but only on ‘General’ and the timestamp is inivisible… on all other categories – I ´ve no border but a timestamp – why?? -an how can i control it?
