nothing happens when editing CSS – NOTHING!

What am I doing wrong? Its installed and I can edit and write posts, but cant design the layout at all. Have made numerous test changes in CSS with regards to borders, size, colors, background etc.. and it remains exactly the same. What am I doing wrong? would be grateful for a little help… thanks
