Blavatar setup

Support says there is a facility for setting up a blavatar in Dashboard at Settings/General. Even the video shows it –

My version has no ‘Blog Picture’box in Dashboard/Settings/General –

I don’t know if these links will work but does anyone know how to load a blavatar in WP3.8? I downloaded mine from BlueHost if that helps.
