    This happens because WordPress does not expect translation file to be outside the plugin folder however there is code in Subscribe2 that works around this limitation, you just need to put the translation file for the plugin in your WP_LANG_DIR wherever that may be. It’s usually wp-content/languages and Subscribe2 will hopefully use that translation file.
