Link colour when hovering on frontpage thumbnails

So you want the anchor text to change colour?

If so then you could do this with some CSS:

.textwidget a:hover{color:#00cfee;}

Or are you looking for some kind of opacity overlay type thing when you hover?

If that CSS sorts you out then there is a chance that the theme has a CSS field in the options, if not then you can make a child theme:
