his is the error messages I keep getting. Which I found how to change the URL of the blog but now it has dissapeared and I cannot login to the administrator panel to change it back. HELP

Not true. WP never does that. What happens: users never click the link there to read the instructions…
On the other hand I agree: it is a stupid thing that the developers left there that option without warning those that are lazy to read.
Don’t ever touch those URI values if you don’t know what are you doing!
