Hover Effect and Static

Hello –

Is it possible to have every other square have the hover effect? For example:

SQUARE #1: Has hover effect

SQUARE #2: Is ONLY the static square with the text

SQUARE:#3: Has hover effect

SQUARE #4: Is ONLY the static square with the text
