If the donor was logged in when they made the donation then they will need to be logged in to view their receipt. This is of course for privacy purposes.

If the donor was logged out when they made their donation then they can view it from that link ONLY if they haven’t cleared their cookies, and are visiting from the same browser and machine they made the donation on.

Generally, I recommend users to provide all the donation receipt information in the Donation Receipt email. Here’s info on doing that:
