Hello,
Your menu links are not handled by ‘Page scroll to id’ (that’s why smooth scrolling, offset etc. don’t work).
They’re handled by another script (or plugin) by the name “soulnav” (I checked the links with Chrome dev tools and they have an additional click event attached by it). This script seems to prevent ‘Page scroll to id’ to handle the menu links.
I did a test by modifying on-the-fly (via dev tools) another plain/non-menu link in your page with the same URL (#alz) and it worked, meaning that the issue is only on the menu links.
I don’t know if the soulnav script is part of your theme or a standalone plugin but maybe you should see if there’s a way to disable it(?)

SoulNav is the plugin I use for navigation menus, but it’s too important to disable. Thanks though for figuring out the problem!
