I’ve browsed all of the threads on this, followed the suggestions, and nothing works. I’ve disabled every setting in W3 total cache, and nothing works. If I completely disable the plugin, my changes to the menu font show up. Any suggestions would be greatly appreciated.

Are you adding the changes in directly into css file? Or in any custom css plugin? If any plugin, then which plugin? And, possible to share your site url with W3TC activated and a screenshot when deactivated?
