Dashboard is different? Changing theme issues

I finally got wordpress installed! I am using the book “WordPress for dummies” to guide me through the process.
Once I finally got logged in though, I noticed my dashboard is different. I only see 4 “tabs” on the Dashboard: Write, Manage, Design, Comments. Is something wrong with my WordPress? Or is the book outdated?
The illustration in the book shows 9 including “Presentation”.
I’ve tried looking around and noticed if I click “Design” there are three tabs below that “Themes” “Widgets” “Theme Editor”, and I see the different themes there.
I found a theme I really like on the WP Theme site and I downloaded it, extracted the files and uploaded with FileZilla to the right folder but it is still not showing up in that “Theme” page.
At the bottom is says: “You can find additional themes for your site in the WordPress theme directory. To install a theme you generally just need to upload the theme folder into your wp-content/themes directory. Once a theme is uploaded, you should see it on this page.”
Am I doing something wrong?
I have double and triple-checked that it was uploaded to the correct folder, but it’s still not showing up!
