Re-upload, MANUALLY, the wp files from a fresh download.
Have you tried:
– deactivating all plugins to see if this resolves the problem? If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the default theme to rule out any theme-specific problems?
– resetting the plugins folder by FTP or phpMyAdmin? Sometimes, an apparently inactive plugin can still cause problems.
– increasing your available memory?
It is possible that your blog was hacked.

I am having this same problem. I purchased a new domain and host package and installed WordPress. Even though it was a fresh install on a clean server, the Admin page doesn’t load properly and appears to be lacking the CSS. I’ve tried disabling all plug-ins (only 2 come with the default install), re-installing automatically, re-installing manually, updating the htaccess file (per instructions in the forum), and I’ve even deleted all files and DB content and tried manually re-installing from scratch. Nothing seems to work. The Admin page lacks CSS, which makes it very difficult to use. Does anyone have any ideas?
