    The problem is the plugin incompatibility Rank Math SEO and
    Elementor – Header, Footer & Blocks. When saving the menu and the plugin Rank Math SEO is enabled, it shows error 500 and does not save anything. If you turn off the plugin Rank Math SEO, then everything works and saves.
