    I do not have an ad blocker enabled in Firefox. I enabled popup’s but still, no ads are showing.

    I see no ads there, not in the source either. No mention of adverts.
    Did you put the PHP in the header.php somewhere?

    Sidenote; You ought to review your theme though and clean up the pointless HTML comments and whitespace – There’s a lot of it 🙁

    The php code is in the header, but it doesn’t show up.

    I agree with your observation–I really need someone to help us make our sites cleaner and bring the little, but significant things together for us.

    I don’t see an advert in your header – That suggests the php is added to the wrong file or its not there at all.
    Perhaps you’re serving up some cached version of the site.

    If there would be an issue with the advert preventing it from showing then atleast the AdRotate html wrapper should show, but I can’t find that either.

    You do use a slightly older version of AdRotate, 3.10.4, updating to 3.10.6 fixes some rotation and displaying issues in dynamic groups.
