Add additional checking when create a new user

    Hi I want to add an extra checking before create a new user.
    To be more clear .. I created a plugin and set a variable there. When the use click the button ‘Add new user’ except the checking for username, emails etc it should check for the variable’s value.
    Any idea?
    I shouldn’t make any changes in the core files – all functionality should be added in the plugin.
