 * I know the function wp_add_dashboard_widget, but isn’t what I need.
    I want to
   add a PHP and HTML code to the index.php, not as widgets.

 * It will help if we know what your goal is. Can what you are trying to do be accomplished
   by attaching a function to an admin action hook? Need more info.
