admin, loads forever

I am running the latest version on a windows server with php 4.1.1 running in cgi mode I was unable to run the install file as it kept generating problems, I have the front end working fine, accept the modrewrite doesn’t work. My problem is with the admin, I am able to log-in, but everytime I click on a page or try to go edit something i.e. options/pages/blog/ the page will load partway and then pretty much freeze, sort of like when your have internet connection issues. I was wondering what could be causing this and if anyone knows any solution. This is because of the script on this setup.. as I have it on another server running php 4.4 on linux and I have no problem editing it. Also upgrading php 4.1.1 probably not going to be possible on this server. Let me know if you have any workarounds.
