Admin notices keep returning

Is it possible that the object cache is causing admin notices to reappear even if I dismiss it? Some notices of plugin makers keep on returning even if I dismiss them.
I have had a similar issue on another site I manage and i had to flush the object cache te fix the issue.
However, on my main site this doesn’t seem to help. I have had to make a code snippet that disables all admin notices for me to have a clean admin page.

The only difference between those two sites that may be important is that my main site is multiligual and uses WPML.

Does anyone else have any experience with it? Now that I had to flush the object cache for the issue to disappear on my other site I am rather sure it is related.
