Admin Redirects back to Login

I have already gone over many forums and have tried pretty much everything out there:

• Changed plugin folder name
• Changed Theme folder name
• removed .htaccess
• Made sure that domain names are same
  for both site you home url
• Manually deactivated plugins via database
• added define('RELOCATE',true) to wp-config
• reset cache and restarted apache

The site with issue is:

Johnny Chase Music

Moved a copy of installation to testing server. Which worked until I moved over the database. So I am wondering if it is something in there, but what and why?

I should also note that I am not recieving any errors while trying to log in. It just continues to redirect back to log in screen with:
http://www.johnnychasemusic.com/wp-login.php?redirect_to=http%3A%2F%2Fwww.johnnychasemusic.com%2Fwp-admin%2F&reauth=1

Pretty much everything. If anyone has any ideas that I can do to fix this besides starting over I would be very appreciative.
