 * My client has Enable Digital Goods turned on in his PayPal account but we are
   still getting this error on the checkout page/popup.

 * Hi, your best option is to get in contact with PayPal about this issue. Make 
   sure your clients PayPal account is properly set up for digital goods. You can
   also read the following [thread](https://wordpress.org/support/topic/setexpresscheckout-api-call-failed-1/).
   They also had a similar issue as yours.
