 * Yes, this is usually due to the web server and PHP configuration. See [the relevant part of the plugin](https://github.com/WordPress/application-passwords/blob/0eef095b4dc984c26ee8149c01a323be83da715a/class.application-passwords.php#L252-L330)
   that is responsible for parsing the authentication headers which might help when
   communicating with your web host.
