 * i got to use » Download Disable Styles & Scripts Plugin, which is similar to 
   this plugin.
    so the benefit of Plugin Logic could be to reduce/avoid conflicts
   of plugins. May think and develop in this direction.

 * The plugin “Disable Styles & Scripts” does not deactivate the plugin itself, 
   so the plugin still can produce database queries. Also the php files of the plugin
   will be loaded. Normally this will not have such an impact as .css and .js files,
   but I would not underrate this, bad programmed plugins can produce a lot of unnecessary
   queries.
