 * Went through most of the documentation on order management looking for how and
   if Woo Commerce can handle back orders on an item that is out of stock. If anyone
   can provide guidance I would be greatly appreciative.

 * Ok well maybe not.
    I setup a product and selected manage inventory and set stock
   quantity to 0 but set back orders to “Allow”. When I tried to order however,
   kept telling me to select another product because it was out of stock. What might
   I be doing incorrectly?
