Nothing. You’ve already done it. You replied and that is all there is to it.
Here’s the thing: your plugin page contains about (does some quick fuzzy math) more that 50% about your “pro” version. That means any reviews that reference your pro version is fair game. Even if they talk about a feature lacking in the free version that is in the “pro” version.
Someone left a 3 star review, you replied, the end. The user may come back and revise his review but if he doesn’t that’s alright too.
It’s important that you realize the reviews in this place should have nothing to do about sales. It’s just feedback from the users and nothing more.
If you are planning on using those reviews for sales then you are making a huge business mistake. I hope that’s not the case here. 😉

My question is this is not a proper reason to provide a 3 star rating as his review message.
What you told I know that as a plugin author we can just reply the message that I already did.

Yes, it 100% is.
I’m not trying to wind you up but that review and all the reviews are feedback from the user. That’s all. You don’t have to agree with it but please do not say it’s not proper.
The user left you feedback, that is all that review is.
