 * I was wondering if wordpress has a cool base theme that can help developer cut
   development time while developing WP theme?
 * I know in drupal they have zen themes that by default comes with many useful 
   add-on function, is there one similar to in in wordpress?

 * Yes there are lots of base / skeleton themes all over. Or you can take TwentyTen
   and cut out all the cruft.
