Best way to hide wordpress ?

I’m looking for a way to host wordpress on the same shared-hosting server to build a website, but not have it accessible by the outside world. I wish to then use the Simply Static plugin to serve up static web pages in the public_html directory.
The problem is that I have already delivered static pages to the root directory. Prior to doing that I had to move the wordpress out of the public_html as the URLs would have been conflicting.
I now need to move the WordPress “somewhere” (i.e. Some directory on the same account/server) and shelter it from actually being served up or botted. What is the best way to do that?
My other option is to use WAMPserver, but from what I’ve read – SS doesn’t work on that.
Any suggestions or help offered would be appreciated.
