 * Is there a way to block the WordPress.com site manager from being able to post
   and publish pages on my multisite network?

 * No, that’s not possible. As soon as you connect Jetpack to your WordPress.com
   account, you’ll be able to use the WordPress.com Post and Page Editor to publish
   to your site. To block the Post Editor, you’d have to use Jetpack without connecting
   it to your WordPress.com account, thanks to [Jetpack’s Development mode](https://jetpack.com/support/development-mode/).

   with it? If so, we can see about fixing those! 🙂
