This doesn’t look like it is related to WooCommerce Services, so questions like this are better posted on the WooCommerce general forums.
However, that being said, from what I can see in the screenshots, the rates are incorrect.
I would suggest enabling “Debug” on the WooCommerce > Settings > Shipping > Shipping options page, as that will tell you if the “China” Shipping Zone is the one that is being matched, or if the rates are coming from a different shipping zone.
If the shipping zone is correct, I would make sure that WooCommerce is up-to-date, and if the rates are still not calculated correctly, try temporarily deactivating all plugins except WooCommerce to see if that helps.
