   a Multi-Network WordPress environment, I am unable to add new users.

 * By “Multi-Network WordPress environment” you mean that you are using the plugin
   [WP Multi Network](https://wordpress.org/plugins/wp-multi-network/)? If that’s
   the case, it would be much better to ask in their support forum.
