Cannot Edit a Permalink

    I’ve read many posts here about not being able to Edit Permalinks. There is no Edit button. it never appears. I am using
    WP 5.2
    php 5.6

    Nothing I do shows the EDIT button next to the permalink. Most of the others complaining about the same thing do NOT get an answer. Can you edit a permalink or not? If so, how.

    How do we get to the EDIT button?

    Is the post a draft? If so, it needs to be saved or published first.

    Not a draft. Is there something additional I need to do besides submit?
