It’s in your current theme’s folder…
You shouldn’t modify that except for a quick and dirty solution until you can create a child theme and make your changes there. You’ll probably need to copy over the header.php file from the parent theme.
This plugin does a great job creating child themes. You can also create them manually but the plugin does as good a job and those child themes always work… I always seem to break something when I do them manually and I’m supposed to know better. <GRIN>

There’s no need to create a child theme just because of inserting a line or two of code into the header.php or footer.php files, IMHO of course.
Feel free to install and activate https://ww.wp.xz.cn/plugins/insert-headers-and-footers/ plugin and then paste the code to the Header section.
