 * its says you are not placing a email address with the proper setup

 * make sure if you are testing just leave it default address of [admin@admin.com](https://wordpress.org/support/topic/cannot-install-4/admin@admin.com?output_format=md)

 * your right, he wouldnt have gotten a error if this caliber if it had PHP enabled
 * also is this a local install or a remote
    IE are you hosting it or do you pay
   someone to host it

 * okay,
    Now let me first start out by saying, I am new to all of this. Second 
   I did not change any E-mail, then I am paying for hosting. I use Yahoo Web hosting.
   Does that help?

 * reupload the files, using a real FTP client.
 * to test my theory, reupload just this file:
 * wp-admin/install.php
 * first.
 * Make sure you are using a real FTP client, NOT dreamweaver, and that you are 
   uploading the file in ascii mode.

 * It does not start the install (program) on my site. It comes with an error: The
   site is not found. Everything in the previous steps is OK.
