Errors like this are logged. Check the error log on your server. If you can’t find the log, please contact your host.
Meantime, enable wp_debug and wp_debug_log and after an error, look at wp-content/debug.log to see if anything gets logged there. https://codex.ww.wp.xz.cn/Debugging_in_WordPress
You can also try this: Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles. http://www.wpbeginner.com/plugins/how-to-deactivate-all-plugins-when-not-able-to-access-wp-admin/
I narrowed down the problem to being able to login using cellular connection, but not my home wifi.
I notice it happened when the wordpress updated recently.
I’m almost sure the other issue is related to the latest update. I try to edit my site using cellular, and get an error asking me “Cheatin’ huh?” No other info is available as to why its happening…
Do you have any security plugins installed that might be blocking logins based on IP address?
This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
I have tried all standard procedures. And reinstalled a fresh copy of wordpress this morning before posting this thread. No changes.

the problem arises whenI connect to wifi. I created a hotspot on my phone and was able to login from my computer. But as soon as I switch to wifi the browser says “Cannot connect to server”
