Cannot save “order complete” option

On my dev site I do not have

By default we wait until the order status is Complete before generating and emailing the gift card. Check this box to send the gift card immediately when the order is received. Default: Unchecked

checked, yet cards send as soon as orders are made.

On my live site it is also unchecked but cards wont sent until they are manually marked complete. When you click this option and hit save it just reverts to unchecked.
