Can’t run WP-CLI, not registered

Hello, I’ve read through all of the docs but before wasting additional time I figured I should just check to confirm, is WP CLI usage perhaps only available in the paid plugin version?

When I attempt to run it now I only receive the following

Error: 'media-cleaner' is not a registered wp command

Of course it’s also not listed as an available command or registered package. Thoughts?
