Can't upload/delete new wp-includes

Hi, I was trying to upload a new wp-includes and I deleted the old one, but whenever I try to upload the new one, it says that it is “unable to upload.” I can upload everything else just fine, but when I try the wp-includes it will not work.

I uploaded the new wp-includes as a fake name like wp-includex and it uploaded all of the files. but when I tried to change the name of wp-includex to wp-includes it said that file already exists.

I thought I deleted it? People have mentioned changing the permissions, but how do I do that when the wp-includes file I deleted is no longer on the list?

I tried to restore the file, and that didn’t work either.
