That error can be resolved by removing any IP or domain restrictions on your API key through the Google Developer Console. * However, as access to that service is blocked I don’t see how you would be able to use the service even after fixing the key restrictions. * Unfortunately there isn’t anything I can do here to help as Google does not provide alternative API urls for pagespeed service in China.
