We don’t have any functionality compatibility for CLI currently.
Instead, you can use the Wordfence Central tool to be able to create settings templates to be able to push out to multiple sites. Please see our guides below:

The brute force login attack protection rules, found in the Brute Force Protection section on the All Options page, protect the XML-RPC interface in the same way as the login page. Our recommended settings are below:

There are also two additional XML-RPC interface options found under the Login Security >> Settings page:

But to full activate the plugin, I have to log into the WordPress dashboard? Only activating the plugin is not enough to work, right?
We install a lot of WordPress, that is why manual plugin registration is not an option for us.

That is correct that you must complete the plugin installation within the WordPress administration area.
