What do you see in Live Traffic at the timestamp shown on the screenshot provided? It might provide a clue to why this particular user is being restricted so Brute Force or Rate Limiting settings could be checked. I tried to do some rudimentary checks like invalid sign-ins to get myself blocked in this way but didn’t trigger anything.

Thanks for directing me to the Live Traffic tool. I was able to figure out who the client was in the list, and then Add Param To Firewall Allowlist. See: https://ibb.co/Qpmg7rK
Hopefully this fixes the issue for them, and if so I now know where to trouble shoot future issues.
Is there anything else you can think of that we can do help this client access our site?

Yeah it looks like adding that param to the allowlist should solve the problem for them and other visitors submitting data in this way on your site. If you continue to have any similar blocks in future with other forms, you can activate Learning Mode. This feature lets you teach Wordfence that certain false-positive actions are normal and it will allow them in the future. Whenever you finish testing, always switch the WAF from Learning Mode back to Enabled and Protecting.
If anybody has been blocked and still appears in Wordfence > Firewall > Blocking, you can manually unblock their IP from here to allow them access to the site again. In many cases though, these blocks will be lifted automatically after a period of time.
