 * I’ve tested on several sites using Cloudflare page caching. So even though I 
   get alerts saying the plugin is working and even though running through the test
   as outlined in the docs, I get the Warning page that my ip has been blocked, 
   I assume that this is a false message since the page has been cached and doesn’t
   display the “You’ve been banned” message. Is this correct?

 * When what you describe happens it means the plugin is not working correctly. 
   As explained in the docs, any sort of page caching prevents dynamic plugins like
   Blackhole from working. Normally the red/warning page is displayed only once 
   to each bot. After that it’s just a simple “blocked” message that’s displayed.
   So if that is not happening, something is breaking things.
