Condition Tests do not work on 'File' (upload elements)

Hi, I am trying to run a Condtion based on a Test of if a ‘file’ (upload) element ‘is empty’ and it does not work. Logic is:
If ‘File upload elemement’ is empty
Show ‘Element 2’

I have other conditions working fine just not this one that uses a ‘file’ element.

Any thoughts please? Cheers
