# Conditional is_comments() function available?

 * Is there a conditional tag to determine if a page is a ‘comments’ page?
 * Right now my comments pages are picking up the is_single() and is_page() conditional
   tags.
 * Codex is no help after searching for a while. BTW, is_comments_popup() does not
   do the trick.

 * … Or maybe a better question is, how do I tell WordPress, “HEY! This is a comments
   page?” 😉
 * And better yet, “How do I tell WordPress that FIRST: this is a comments page,
   and SECOND: that it’s paged?”
