1. Are you caching while logged in (e.g. Administrators)? If so, then ideally you dont want to do that because it could be interfering with the nonce value and/or minifcation could be messing with the js/css ordering.
2. Are you using security header’s CSP policies section? If you are then it might be blocking access and you might need to adjust it.

Hello, First of all, sorry for the late response.
Can you please tell us which settings you used in W3TC? Is Minify enabled?
The WordPress post editor uses JavaScript for all buttons on the screen including the add media button. A conflict can stop JavaScript from working which will disable the ‘Add Media’ button.
If you have any other caching plugin installed it might conflict with W3TC. Try disabling the other caching plugins, if you have them installed while W3TC is activated and check if “Add media button ” is fixed.
