Create Custom Mobile App

Hello, I would like to make a custom mobile application and I would like this application to be separate for the vendor, separate for delivery, separate for the manager, like your applications in the market now. When the user enters these applications, I would like the panel belonging to that vendor or person to open. How can I do this? Is this possible with Webview? For example, when the vendor enters the application, let the panel login page open directly without seeing the main website. Thank you.
